Comment:Coordinates updated based on EnCana's information. C Lujan, 09/30/2015 ----- CLARIFICATION: Form 27 REM 9307 was submitted to close the pit facility ID #414395 on the M23 pad. After removal of the liner and excavation of impacted material at the bottom of the pit (and reaching competent rock), EnCana submitted a report/Waste management Plan (doc #2210624) to use the large M23 pit to treat pit bottoms from the A05 and L27 pads and bring drill cuttings (close or below Table 910-1) from the N22 and E34 pads (there was not enough material to fill the M23 pit). Material was blended with fertilizer and used to backfill the M23 pit. Wind powered Vapor Extraction perforated PVC pipes were installed to improved bioremediation. About 23 soil samples from borings drilled in August 2016 were sent to the lab. All samples but one (TPH = 1199 mg/Kg) were within Table 910-1 values. Although the pit has been backfilled, the status of the pit will remain ACTIVE until all the material used to backfill the pit is in compliance." Impacted material has been excavated; pit walls were sampled and are in compliance with Table 910-1. Status of the pit has been changed to CLOSED. REM #9307 has been closed.****************** Pit Facility ID 414395 and REM 9307 may have been inappropriately closed. Samples collected from the base of the pit indicated TPH concentrations of about 11,000 mg/kg (500 mg/kg is the concentration level from Table 910-1). (See Document Number 2210624).Location ID 335680 and Pit Facility ID 414395 are located on fractured bedrock. Additionally, this location accepted E&P waste from two (2) other pit facilities in the near vicinity, drill cuttings from two (2) locations, in addition to native fill from this location (Location ID 335680). Although approved by the COGCC disposal of E&P waste, this location should have been permitted as a centralized E&P facility per the 100-Series definition for a Centralized E&P Waste Management Facility and Rule 908.
