The failure shutdown the water injection pumps in the injection building. As the injection pumps were not active, the water tank was overfilled with fresh well water and spilled into secondary containment. The release is estimated at 700 bbl inside containment. The release is mainly freshwater. However, the tank does have residual produced water from operational maintenance of the facility. Emergency personnel responded to the release and shut-in the water well to stop the source. Vacuum trucks drained the water pooled in containment and hauled the water to the BCEOC land treatment facility. Electrical repairs have been made and the battery was returned to production. Environmental personnel will oversee the assessment and clean-up. As the release occurred after a heavy rainstorm, it is believed the saturated nature of the surface soil prevented vertical migration of fluids from the release. Environmental personnel will conduct soil sampling to further define the extent of impact. Fluetsch-Tiagos Association 15 0 1100 Current spill information: The head tank that was overfilled did not release fluid at the tank battery location. The fluid went into an overflow drain pipe inside the tank. The drain pipe runs from the tank battery to a overflow tank approximately 800 feet north of the tank battery. The drain pipe and oheverflow tank are depicted in the attached Figure 2. As the lightning strike affected the power supply and the tank high level alarm did not function, fresh well water continued to fill the tank and as a result overfilled the overflow tank. The water (with a initial skim of oil from the tank) ran into the earthen containment. The fresh water continued to flow into the earthen containment until a wall was overtopped and the water ran into a shallow, inactive, diversion ditch that was cut by a previous operator. The ditch appears to have diverted water for operational purposes from a 2,500 bbl tank into open range land on a ridgeline. BCEOC does not use the decommissioned tank or diversion ditch. An earthen berm was constructed across the diversion ditch to create tertiary containment for the head tank at the Pierre B tank battery. Figure 3 depicts the release area, diversion ditch, and earthen containment. It is estimated that 12 bbl of fluid escaped the earthen containment based on the dimensions of the saturated soil in the diversion ditch. Based on visual observations of oil patches along the release path it is estiamted than less than 1 bbl of oil was present in the fluid release. BCEOC personnel continue to conduct cleanup of the release area including the removal of any stained soil along the diversion ditch. BCEOC continues to remove water from the earthen containment and the overflow tank.
