The primary access roads to this production facility and the related multi-well pads shall be constructed with a “dust free” surface material and maintained in good condition. Dust free materials may include asphalt, recycled asphalt, or other similar materials that when properly installed and maintained limit the amount of fine particulate matter available for dust generation.

6. Encana is committed to protecting the health and safety of all individuals affected by our activities, as well as the communities in which we live and operate. Encana's Emergency Response Plans (ERP) ensure that the USA Division is prepared to respond to emergencies having the potential to compromise the safety of employees and the public, the environment or company property damage. The ERP is based on industry recognized incident command structure and describes the functional roles and accountabilities for life safety, property damage, and environmental impacts. The ERP also describes the communication and notification protocols to engage local emergency responder support, based on the nature and complexity of the emergency. Some of the ERP details include making the facility and immediate surrounding area safe (people first, then property), isolating the area, establishing and maintaining adequate communication with appropriate governmental agencies (fires, police, and public officials) and to clarify our collective responsibilities. Encana engages with local emergency responders including Mountain View Fire, to share our ERP and to gain knowledge from them regarding any existing response resources. In addition, engineering controls are in place at this site and this location will be built with regulation setbacks.

The Billings Sec 18 Facility will have onsite and remote monitoring for all safety systems and process equipment. Operations is notified when an upset condition occurs. The location can be monitored and shut-in remotely from the Encana office. All upset conditions are mitigated on location with sophisticated monitoring and safety systems put in place to prevent incident. With a major upset the facility requires operations to be on location to address the situation and to re-commission the facility.
