Surficial soils at the proposed location are fine-grained eolian deposits and are sparsely vegetated. Disturbed soil and stockpiles will be vulnerable to wind and water erosion. Operator shall implement site-specific BMPs to minimize windblown soil, and sediment runoff. The measures may include, but are not limited to: site grading, application of binders/tackifiers, or other comparable measures.

These COAs were coordiated with the Arapahoe County LGD and were accepted by the operator. They are from previously approved Form 2As. These COAs are independent of agreements between the operator and the county. The request for baseline water testing by the County (item #2) is not a COA due to Rule 609 and reported agreements between the County and the operator. 1. Operator shall post 24-hr company contact information at the intersection of the access road and public road for noise and other complaints. 2. Operator shall concurrently submit copies of any Form 19 submitted to COGCC for this well or its production facilities to the Arapahoe County LGD. 3. Operator will implement best management practices that address the timing and planning of mobilization, hauling, construction, drilling, and completion operations to minimize conflicts with school buses. 4. Operator will direct lights downward or use light shielding except where safety is potentially compromised. 5. Operator will comply with the Visual Impact Mitigation rule (Rule 804) due to the proximity of well traveled roads to the proposed location.

Secondary Containment: All facilities will be equipped with remote monitoring and remote shut down, which includes isolation at the well head. Engineered liner systems will be used in secondary steel containment systems for tank batteries. Pollution control containers (spill boxes) will be used on truck loading lines and placed within the limits of the secondary containment system. Automatic shutdown level devices will be installed on each tank with remote monitoring capabilities. Automatic shutdown level devices will be installed on all pressure vessels and liquid knockouts. Automatic shutdown pressure devices will be installed on flowlines from well heads to facilities with remote monitoring capabilities. Additionally, cathodic protection will be used on buried steel lines to mitigate corrosion. Automatic shutdown pressure devices will be installed on process vessels with remote monitoring capabilities.

Dust associated with Site activities and traffic on roads will be minimized throughout all phases such that there are no visible dust emissions from sites or roads to the maximum extent practicable given wind conditions. Numerous mitigation measures are in place to minimize dust emissions including (but not limited to): application of fresh water to roads and ground during earth moving activities, curtailment of work during windy conditions and re-establishment of vegetation on disturbed areas that are not graveled.

Operator will use noise mitigation (sound walls) during the drilling and completion phases for the Youngberg 10-11 1H well site. Based upon modeled receptor locations, the Youngberg 10-11 1H wellsite is predicted to comply with the A-weighted and C-weighted COGCC noise limits.

Emissions Controls: Combustors will be available at the Location during the entire production phase to eliminate fugitive emissions in the event of maintenance or emergency use. The device will be fired using natural gas and operate with a 98% or higher hydrocarbon destruction efficiency. The device will be designed and operated in a manner that will ensure no visible emissions during normal operation. Test separators and associated flow lines, sand traps and emission control systems shall be installed on-site to accommodate green completions techniques. When commercial quantities of salable quality gas are achieved at each well, the gas shall be immediately directed to a sales line or shut in and conserved. If a sales line is unavailable or other conditions prevent placing the gas into a sales line, Operator shall not produce the wells without an approved variance per Rule 805.b.(3)C.

Operator will mitigate odors by routing to closed loop systems to the maximum extent practicable. If Operator receives complaints from a Residential Building within 1,320 feet from the site, Operator will take measures to mitigate the odor within 24 hours, based on the specific circumstances.

Lighting is only used during the Drilling and Completion Phases of operations. No permanent lighting will be installed. All lighting used will be situated so that is downcast and does not shine beyond the boundary of the oil and gas operations area.
