Waste Management Plan Doc #403174942 states "Once flowback operations are complete, returned frac sand is mixed with drill cuttings and/or clean fill material and buried onsite within the cuttings trench or cut slope of the pad. Once mixed with the drill cuttings, sampling will be conducted as described above for drill cuttings to ensure that COGCC standards are met prior to pad reclamation. Any frac sand remaining onsite after reclamation activities are complete will be hauled off-site to an approved third-party commercial disposal facility." Per the definition pf a Cuttings Trench, only dried cuttings generated from drilling a Well may be stored and disposed of in a cuttings trench. Frac sand is considered oily waste and shall be disposed of per Rule 905.e.

Waste Management Plan Doc #403174942 Table 5 reports Cement as being disposed of in the Cuttings Trench. Per the definition of a Cuttings Trench, only dried cuttings generated from drilling a Well may be stored and disposed of in a cuttings trench. Cement is not allowed in the cuttings trench per Rule.

Waste Management Plan Doc #403174942 states "Samples generated from the first well drilled on the pad will include one (1) grab sample from the surface horizon (above production zone), and one (1) grab sample from each formation within production section. Samples collected from the first well will be representative of subsequent wells drilled in the same formations on this multi-well pad. The grab samples will be submitted to an approved analytical laboratory and analyzed per COGCC 915-1 standards." Composite sample results may be submitted for preliminary analysis and waste profiling. Discrete sample results will be required for confirmation sampling per Rule 913.b.(2).C.

On a Form 27 Initial (submitted by 07/05/2023 per 6/12/2023 Inspection Doc #702801565), the operator will propose the number of discrete samples, the locations, and depth intervals for the confirmation samples. The depth intervals will be selected to provide sufficient coverage between 0 and 19 feet below the final top surface of the cuttings within the trench. Upon approval of the Form 27, TEP will collect the proposed samples and analyze them for the Table 915-1 constituents.

The moisture content of drill cuttings managed onsite shall be kept as low as practicable to prevent accumulation of liquids greater than de minimis amounts.
