| Remediation Details: | | Reason for Report: SPILL | Cause of Condition: SPILL OR RELEASE | Potential Receptors: The nearest domestic water well is located approximately 1200 feet to the west of the release area. | | FURTHER SITE INV:  | Additional soil sampling and excavation activities are ongoing and will be summarized in a forthcoming Form 27-Supplemental update. | | HOW REMEDIATE: | Impacted soil remains in the REL-B01@3" surface excavation extent. Four (4) additional side wall samples will be collected from the surface excavation extent at approximately 6" bgs and submitted for the waste characterization profile. Additional soil sampling and excavation activities are ongoing and will be summarized in a forthcoming Form 27-Supplemental update. | | INITIAL ACTION: | On July 16, 2024, a release was discovered at the Moser Fed 3-21HZ Production Facility location following the release of more than 1 barrel of fluid outside of secondary containment. On July 16, 2024, a preliminary waste characterization soil sample (REL-B01@3") was collected from the material most likely to be impacted within the release area, based on field observations and PID readings, and submitted for laboratory analysis of the full Table 915-1 analytical suite, using standard ECMC-approved methods appropriate for detecting the target analytes. Analytical results for waste characterization soil sample REL-B01@3" indicated that soil impacts were present due to benzene, naphthalene, 1,2,4- and 1,3,5- trimethylbenzene (TMB), sodium adsorption ratio (SAR), electrical conductivity (EC), boron, and select metals (As, Ba and Se), exceeding ECMC Table 915-1 standards and/or site specific background levels (x 1.25 for metals). As such, a Form 19-Initial Spill/Release Report (Document No. 403855716) was submitted on July 17, 2024, and the ECMC issued Spill/Release Point ID 487329. Based on the analytical results of the waste characterization sample (REL-B01@3"), a waste characterization profile was created and future soil samples collected from the REL-B01@3" excavation extent will be submitted for laboratory analysis of BTEX, TPH, TMBs, PAHs, SAR, EC, boron, and select Table 915-1 metals (As, Ba and Se). | | RECLAMATION PLAN: | The site will be reclaimed in accordance with ECMC 1000 Series Reclamation Rules. Timeliness of reclamation initiation and completion will be subject to NFA, surface owner discretion and land use, and suitable ground conditions which allow for execution of surface reclamation activities so as to not cause unwarranted damages. | | SOURCE REMOVED: | Laboratory analytical results indicate that impacted soil remains at sample location REL-B01@3". No soils have been removed to-date. Soils from the REL-B01@3" excavation extent will be transported to a licensed disposal facility at a later date. Disposal records will be kept on file and available upon request. | | Correspondence Log: | | Coordinates: | Type | Facility ID | Facility Name/Num | Lat/Long | Facility | 336383 | MOSER FED 3-21HZ | 40.217676/-104.673033 |
