FURTHER SITE INV:  As shown on Table 3, pH, EC, SAR and boron must still be resolved. Operator proposes to resample sample "FS-10(3) Floor" to confirm the presence of boron since all the other soil samples were less than the laboratory detection limit. Additionally, operator proposes to delineate the horizontal and vertical extent of the inorganic exceedances which will allow the development of a Reclamation Plan that may allow these exceedances to remain in place.
 
HOW REMEDIATE:  A remedial excavation by hand digging and hydrovac equipment was completed. The excavation has adequately remediated Table 915-1 petroleum constituents. The maximum background concentrations of arsenic, lead and selenium are shown in Table 4; 125% of each of those maximum concentrations is also shown. When compared to the excavation concentrations, the background concentrations are greater indicating the excavation concentrations of arsenic, lead and selenium can be attributed to native conditions. On 10/25/24, a produced fluids sample was collected from the facility and analyzed for total recoverable metals. These data were used to determine the mass of metals that were released in the 17 bbl spill. This mass was compared to the calculated mass of metals removed as a result of the excavation. Table 5 (barium) and Table 6 (cadmium) provide these calculations and comparisons. As shown in Table 5, the amount of barium removed was approximately 42 times more than the amount of barium that was released. As shown in Table 6, the amount of cadmium removed was approximately 7,271 times more than the amount of cadmium that was released. Since the mass of barium and cadmium removed were significantly greater than the amount of these metals that were released, the additional metals removed can be attributed to native concentrations and the presence of barium and cadmium in the excavation samples can be considered resolved. As shown on Table 3, pH, EC, SAR and boron must still be resolved. Operator proposes to resample sample "FS-10(3) Floor" to confirm the presence of boron since all the other soil samples were less than the laboratory detection limit. Additionally, operator proposes to delineate the horizontal and vertical extent of the inorganic exceedances which will allow the development of a Reclamation Plan that may allow these exceedances to remain in place.
 
INITIAL ACTION:  A release occurred on 10/18/24 at the Ivey LC 11 facility. Approximately 17 BBL of produced water and 0.25 BBL of crude oil released outside of containment from the firetube on an oil treater vessel. All standing fluid was removed via hydro vac immediately upon discovery followed by the removal of impacted soil via excavation.
 
MONITORING PLAN:  Groundwater was not encountered.
 
RECLAMATION PLAN:  The Ivey LC 11 is an active facility and there are no current plans for decommissioning or reclamation activities.
 
SOURCE REMOVED:  Approximately 40 cubic yards of petroleum impacted material was excavated and transported to Republic Services Waste Management in Commerce City, CO under PDC waste manifests. A remedial excavation has adequately remediated Table 915-1 petroleum constituents. Table 915-1 inorganics remain to be resolved.
