Comment:Document Number: 2533842; Form 28 Permit; Facility ID: 434861Encana Oil & Gas (USA), Inc. – Encana Liquids Handling Hub, SE Section 21, T1N, R68W, 6th PM, Weld County, Colorado, Form 28 Conditions of Approval (COAs), Associated Form 28 Document Number 2533842; and Location ID; 435499 FINANCIAL ASSURANCE COAs: Financial assurance, based on re-evaluated cost of reclamation, closure and abandonment estimate, will be reviewed at five (5) year intervals over the life of the Facility; however, the COGCC reserves the right to review the financial assurance for adequacy on a more frequent basis. GENERAL SITE COAs: Provide COGCC with a copy of Encanas’ flowline testing procedure prior to any liquids entering the Hub Facility. As gathering lines and flowlines are constructed throughout the Denver-Julesberg (DJ) Basin, Wattenberg Field and routed to the Liquids Handling Hub, the lines shall be tested annually in accordance with industry standards and practices. Provide testing of all gathering lines and flowlines routed to the Liquids Handling Hub in the annual report. As-built drawings of the Liquids Handling Hub shall be submitted within 60-days of construction. These shall include the as-constructed secondary containment areas, and the detention pond, with as-constructed containment volumes certified by a Colorado Registered Professional Engineer. AFISCHER 11/12/14 SURETY ID: 20140097 June 17, 2015 - Encana Oil & Gas Inc. has chosen to postpone completion of the Liquids Handling Hub in Weld County, Colorado due to current market conditions. Civil and Structural construction at the site will continue until it is substantially complete. Long-lead equipment has been delivered to the site and placed on the foundations, including the erection of the large oil and water tanks. This work is expected to continue until the-end of July 2015, at which time construction will be placed on hold until a later date. The current plan is to resume construction activities at the site in January, 2016 SEE DOCUMENT NUMBER 2314802
