Public Comment - Flowline Rulemaking

The Oil and Gas Conservation Commission of the State of Colorado (“Commission”) is considering amendments to the Commission Rules of Practice and Procedure, 2 C.C.R. 404-1 (“Rules”). On April 16, 2019, Governor Polis signed SB19-181, which SB19-181 directs the Commission to engage in rulemaking to, among other things, “allow the public disclosure of flowline information and evaluat[e] and determin[e] when a deactivated flowline must be inspected before being reactivated.” §34-60-106(19)(b), C.R.S. COGCC staff has proposed draft rules which may be found here. This rulemaking will change the rules and regulations of the Commission regarding the oversight of flowlines within Colorado.

The COGCC wants to hear from members of the public on this important topic. Below is a form to provide thoughts and ideas on the SB 19-181 flowline rulemaking topic.

Please note, that the Flowlines Rulemaking is not the only rulemaking contemplated by SB 19-181. Additional SB 19-181 rulemakings will be noticed and conducted at a later date. The purpose of the Flowline Rulemaking is to make necessary changes to Commission rules to reflect flowline safety regulation to protect public health, safety, welfare, the environment and wildlife, as required by SB 19-181.
