REPORT OF THE COMMISSION

 

This cause came on for hearing before the Commission on December-14, 1965, at 10 a.m., in Room 132, State Services Building, Denver, Colorado, after publication of Notice of Hearing as required by law, on the application of the Chevron Oil Company for an order establishing 640-acre drilling units for the production of gas from the Mesaverde formation underlying certain lands in Garfield County, Colorado.

 

FINDINGS

 

The Commission finds as follows:

 

1.      That due notice of the time, place and purpose of the hearing has been given in all respects as required by law.

 

2.      That the Commission has jurisdiction over the subject matter embraced in said Notice, and of the parties interested therein, and jurisdiction to promulgate the hereinafter prescribed order.

 

3.      That evidence presented at the hearing indicates that the Mesaverde formation constitutes a common source of supply of gas underlying the following described lands in Garfield County, Colorado, to-wit:

4.      That in order to prevent waste of gas, as defined by law; to protect the correlative rights of all parties concerned, to prevent the drilling of unnecessary wells, and to insure proper and efficient development and promote conservation of the gas resources of the State, an order should be made establishing 640-acre drilling units for the production of gas from the Mesaverde formation, common source of supply underlying said lands, as defined herein; and that said units should be 640-acre drilling units consisting of complete sections according to the governmental survey thereof, except for certain units described in the following order and that the permitted well for each such drilling unit should be located no closer than 1320 feet from the boundaries of the unit upon which it is located.

 

5.      That all available geological and engineering data concerning said Mesaverde formation indicate that one well will adequately and efficiently drain an area of approximately 640 acres of land in said formation.

 

6.      That an exception should be allowed for the Jake Shaeffer No. 1 well located in the NW¼NW¼ of Section 12, Township 7 South, Range 93 West of the 6th P.M., Garfield County, Colorado.

 

7. That in order to protect surface water and to assist in the prevention of blowouts, a minimum length of 350 feet of casing should be required, and the size and weight of the casing should be approved by the Director, and that sufficient cement should be used to fill the annular space behind the pipe to the surface of the ground or the bottom of the cellar.

 

ORDER

 

NOW, THEREFORE, IT IS ORDERED, that the following rules and regulations shall apply to wells heretofore and hereafter drilled and completed or recompleted in the Mamm Creek Field, as herein defined, in addition to other applicable rules, regulations and orders of the Commission heretofore adopted and not in conflict herewith: 

 

Rule 1.    Drilling units of approximately 640 acres shall be, and the same are hereby established for the production of gas from the Mesaverde Formation underlying the following described lands in Garfield County, Colorado, to-wit:

and the permitted well for each such drilling unit shall be located no closer than1320 feet from the boundaries of the unit upon which it is located.

 

Rule 3.    The Commission may, without additional notice and hearing, grant exceptions to Rule 2 above when, because of topographical reasons, it is necessary to locate a well at a location other than that required by said Rule 2.

 

Rule 4.    The surface casing program for all wells hereafter drilled in the Mesaverde formation of the Mam [sic] Creek Field shall require a minimum length of 350 feet of casing, and the size and weight of the casing shall be approved by the Director; and sufficient cement shall be used to fill the annular space behind the pipe to the surface of the ground or the bottom of the cellar.

 

IT IS FURTHER ORDERED, that an exception is hereby allowed for the Jake Shaeffer No. 1 well located in the NW¼NW¼ of Section 12, Township 7 South, Range 93 West, 6th P.M., Garfield County, Colorado.

 

IT IS FURTHER ORDERED, that the rules and regulations contained herein shall become effective forthwith, and henceforth the commencement of the drilling of any well or wells in the Mesaverde formation of the Mam [sic] Creek Field, as described herein, for the purpose of producing gas there from at a location other than authorized by this order, is hereby prohibited.
